Smith and Wesson SW-830 performance R.O.C-440 military boot knife made in the USA

Hey guys can anyone tell me what Performance R.O.C-440 means? I have a Smith and Wesson SW-830 military model Performance R.O.C-440 boot knife with a wide blade Made in the USA. That's all that I know about it.

Page 474 of the SCSW indicates that Series 800 were folders and below that it says Series 800 and 900 and 1000 were Military and Police Knives.

The only other piece of information that I see is that the introdcutory paragraph says some of th4ese knives were made in China and R.O.C. always means Republic of China to me.
 
So the performance center imported 440 stainless from China? OK. It was still made in the USA for the United States military. It's not a folder though, just a boot knife. Thank you so much!
