CMP is just another government hole to pound money. I bet they are going in the hole even at those crazy prices. The money will end up missing and tax payers will be on the hook again.
You are wrong and totally misinformed. You should read the history of the DCM(director of civilian marksmanship) later called CMP(civilian marksmanship program). A long history of surplus military made available to US citizens.
