An educated guess: a proposed sample off-duty holster, marked #2 to identify it to paperwork, for a police department, circa 31 May 1968. Lewis was still around then, and their cross-draw holsters were still being used by PDs. It appears, then, though it is stamped as a 6", it's being proposed as suiting a department that issues 6" and 6-1/2" revolvers (the N frame 41 and 44s were hot then); hence the 6.25+. I'd say that's TP not IP, so perhaps 'test protocol'? And that Learkley is the proponent's name.
That's just me, reading a lot into it, and without knowing if an N would even fit :-). Which it shouldn't; given that the holster is marked "K".
