Good Belt For OWB Carry
I'm looking for a good stiff pants belt that will securely hold my OWB holster. The one I have now is a decent thickness, but not stiff enough and the holster flops around on the belt.

There is no shortage of belt makers. Are you using a gun belt? Thickness alone isn't the single quality that makes a good gun belt.
If you want to try a gun belt on the cheap, take a look at Crossbreed's seconds. I have two and never could find the blemish. That'll let you try a real gun belt without dropping the better part of a Benjamin. Crossbreed Holsters - Belts Seconds
There are other types of belts you can find, some made with scuba webbing, that will be stiff without being overly thick.

This is the best belt I have ever used. I like it better than belts from thebeltman.net, theisholsters.com, and originalsoegear.com.
I can very comfortably conceal a sig p320 carry (in a desantis speed scabbard), spare mag, and flashlight without any issues. Also the 3/4" spread apart holes gives you a better fit than 1" spread apart holes.

If you want a good belt off the rack look no further than Galco. I've been using a Galco belt since 2008 for everyday carry and it looks like it will last at least another 15 or 20 years.

My husband and I got Galco SB2 belts, a year ago. Used daily for a year, and still look new. I think they use some proprietary anti-scuff finish. Our local Cabelas started stocking them recently, so maybe if there is one near you, and you can try one.

Bull Hide Belts has a nice selection and they are very stiff. I've been using them for about two years with no problems.

In using an off the rack (I think old navy) black leather belt. It's pretty wide but not stiff enough. I can easily pinch it together. I just want black leather. No scuba material or tactical looking. Just a black leather belt.

Buy the simply rugged "real mans" belt in 1 1/2 or 1 3/4 and don't look back.

Kramer Leather's Double Horsehide Belt is the only one I have had in 36 years that has stood the test of time. Mine is about 12 years old now and is still as good as the day I got it. Cowhide (even double Cowhide) doesn't take too long to soften up and become wobbly.
There is a new belt I just saw in The Rifleman Magazine that has a steel insert inside. Although I do not own one and have never tried one, it looks like it might hold up. Personally, I'd go with the Horsehide from Kramer - - PROVEN!

Try one of these. It is two pieces of top grain cowhide with a
1" stip of kydex sewn between the leather. It keeps the belt
from sagging, twisting, rolling, and wearing around the pin holes.
Best belt I ever owned. That is why I sell them.

Gun belts are stiffer than any plain old thick belt. Leather is good. Check out the link I provided if you want to try a leather belt on the cheap, otherwise take a look at any of the other suggestions mentioned in this thread. I have a fantastic leather holster and mag carrier from Tucker Gunleather in black cherry- I may need to get the matching belt.

For the last 10 years I've been using a belt I bought off the rack at a Harley Davidson motorcycle store. They have pretty good quality leather products. Mine is 1.5" double layered and stitched. Very comfortable and holds a holster very, very well.

Pick up a 5.11 Tactical leather belt. It's moderatelly priced and has a "firmer" feel than my Galco leather belt. The Galco is nice too, but my FIRST choice would be the 5.11.
I'm carrying a Gen4 Glock 23 in OWB on it.
