WTS Smith & Wesson Model 686 (no dash) stainless steel .357 Magnum revolver, 6" barrel, would estimate easily 95+% condition, includes extra Pachmayr Gripper w/ finger grooves, Bianchi #5BHL tan leather holster w/ snap in excellent condition, blue S&W logo zipper case (Bob Allen brand), and correct box (about 85% condition) w/ inner shell, paperwork, and rear sight adjustment tool. I assume it was done by Taurus, but cannot say for sure. Could be a special aftermarket run I suppose...if not a limited factory run.
I have always heard that .38 Supers are popular south of the Texas border since Mexican citizens cannot own a .45.

They come from Taurus all tarted up like that. They've done it with several models, I assume it's primarily for the "south of the border" market. Shiny sells down there!

Yes, it appears to be a Millett sight. It comes with the cross-style adjustment tool which allows for clean and snug adjustment w/o buggering up the screw head.
