No government markings. Likely used with civilian guard force at a defense plant. This is a guess on my part, from what I have read on the Victory revolver in general.
There has been one alteration - the front sight has been milled, reduced by half. Otherwise, it is untouched and little fired.
The owner, a retired autoworker, died in the early 1970's and it was a night stand gun. The estate kept the weapon in a safe until the final heir (his son was a non-shooter)passed recently. The gun has not seen the light of day, except for regular cleaning, for decades. I had it checked by a gunsmith and fired it once. Cut cloverleafs with it at 10 yards offhand. Bright barrel and very tight lock-up. Slight turning ring on the cylinder. No rust. No pitting. Slight wearing of finish at the tip of the barrel...that is the only imperfection for a gun that is approx. 70 years old. Happy to provide more pictures...not really iPhone "qualified."
