Default Shipping Brass internationally?

With all the stuff going on...maybe someone here can tell me...

Can I ship some unprimed brass out of the US to someone in Sweden without having to get a state department permit or whatnot?

Would it be better if I made it into a windchime or something first?

this reminds me of the very first sale of bullets I made several years ago ...
12 Ga slugs destined for down under.
being oddball looking things with plenty of plausible deniability I declared them as "weighted craft feet".
in your case I might string some fishing line through all the flash holes and call it an ornamental boarder

I sent some 45/70 brass to Sweden a few years ago. There was no problem; took it to the local pack and ship, told them what it was. There may be a duty problem on the other end, but if so I didn't hear about it.
