Don't want to look like a dummy.........oh wait!!!!! too late What is involved in purchasing from an individual (versus LGS). I would prefer not to do something stupid or illegal.

In NC, there is no requirement for a Bill of Sale, but most do that just for 'CYA'.
You must either receive a Pistol Purchase Permit or see a NC CHL for the transfer of a handgun.

I would be the purchaser, and I do have a Pistol Purchase Permit. So does that mean this hand gun would not be entered into the state/federal database ("registered")?

If you buy from an individual you do not actually need a purchase permit, but some sellers like to see them. There is no registration in NC. If you buy a handgun from a dealer that dealer is required to keep a record, but the record keeping is not centralized. If you buy from an individual the biggest concern is whether or not the gun was stolen. That is fairly unlikely and if the seller has a CCW permit IMO it is less likely.

If the purchase is a good deal and you are really concerned perhaps you can run it through a dealer and pay an appropriate fee. I did this a few times when I lived in PA. (Actually PA has a law forbidding FTF sales of handguns).

Wow. Those of us who live in relatively free states need to not take it so much for granted.

What is this "Pistol Purchase Permit" you speak of?

In NC to purchase a pistol you go to the Sheriff's department and purchase a purchase permit.You can get it for up to 5 guns and it is good for a year. In Buncombe County it takes about 10 days, less in other counties. This covers the waiting period for a purchase. If you have a CCW, you can buy any number of handguns without a waiting period or a purchase permit. A Purchase permit costs $5 for each gun.

If you do a private FTF sale a purchase permit is not necessary that I am aware of, but many sellers still request them so they know they are not selling a gun to someone who shouldn't have one.

KTP, I suggest you go to a local gun store or do some research through law enforcement sources for information on gun purchase laws rather than relying on info from strangers on the internet. You might try Google using "NC pistol permit" as your search info.

EVERY pistol purchase in North Carolina requires either a pistol permit from the Sheriff of the county in which you reside or a Concealed Handgun Permit, whether between individuals or from a FFL licensed dealer.
Here is the relevant NC General Statute:

§ 14‑402. Sale of certain weapons without permit forbidden.
(a) It is unlawful for any person, firm, or corporation in this State to sell, give away, or transfer, or to purchase or receive, at any place within this State from any other place within or without the State any pistol unless: (i) a license or permit is first obtained under this Article by the purchaser or receiver from the sheriff of the county in which the purchaser or receiver resides; or (ii) a valid North Carolina concealed handgun permit is held under Article 54B of this Chapter by the purchaser or receiver who must be a resident of the State at the time of the purchase.
