A trucker friend of mine saw the video and said almost surely a following escort vehicle (probably the one that videoed the wreck) was remotely steering the back wheel assembly.
When the truck made the huge left turn there was construction ahead, including those heavy concrete wall sections on the right side of the lane that we are all familiar with in construction zones.
This concrete barrier protruded into the right side of the "normal" lane and although the semi driver thus drove more to the left, the rear wheels attached to the long, heavy beam did NOT!
The leading edge of that massive concrete wall was what hit the right front of the trailing wheel section, immediately stopping that section and ripping off all the heavy chains that securely held the beam to the back wheel assembly.
The trailing driver was behind the load and steered the rear wheels into the right lane as normal . . . but couldn't see (or didn't see) that concrete barrier coming up about 1 1/2 feet into the normal lane ahead.
BOTTOM LINE . . . I'm sure the video was made by the towing company at fault, and their lawyers probably told the company to get that video off-line IMMEDIATELY!!! There's no telling how much damage was done by this accident, and who will be liable for what. I'm sure it took hours before that road could be opened again!
