Many, including the Colorado CBI background check web site will only check those records in a specific jurisdiction.
In plain language, if someone commits a non-felony crime in another state, or has a restraining order from another state, that MAY not show up in a Colorado search.
If you are doing a background check for a new employee, and that employee just moved into the state, you would not have much information available, and thus the record would come back without any "hits", which would not tell you the true story.
Many times, the only real check that you can run would be by LE only and then when you have a National Agency Check and a "10 card" with the fingerprints.
