This is not intended to start a long discussion, only to clarify some terms.
As usual my thinking was clarified by reading and thinking about the following article of Thomas Sowell’s:
Medical Care Confusion and Slogans.

A sentence from the article:
“The point is that health care is largely in your hands. Medical care is in the hands of doctors. Things that depend on what doctors do-- cancer survival rates, for example-- are already better here than in countries with government-run medical systems. But, if political rhetoric prevails, we may yet sell our birthright and not even get the mess of pottage.”: T. Sowell
Health Care is dependent is the genes you inherited, and how you have taken care of your self: diet, exercise, booze, drug abuse, etc. Chance plays some part as well. In other words health Care is mostly in your hands, Government can change very little of this absent massive coercion (you eat what they proscribe, etc).
Medical Care is in the hands of the medical profession. Congress and POTUS are not talking about adding more Medical Care, only slicing and dicing it differently. In other words redistribution of these resources.
The evident effort here, is to confuse people into thinking their health will be better because the Government is running the Medical System.
