Wondering about this Victory. SN. V79544. approx year? Has U.S Govt property. I have not seen another with that on back strap. all numbers match ( frame, grip, ejector, barrel, cylinder) it is .38 S&W spl. Nothing on top strap. Gun is very tight lock up. Thanks!

Im new here and not sure what area to post this. I am almost positive it has been discused many times but my felt was gone when I bought the gun. What is the best way to redo it? I have been told to get cloth and have it done but ones I have seen are "puckered". The felt looks blown in. Thanks...
