It indeed constitutes corroborative circumstantial evidence, but it could have been submitted by someone in Kenya or Kalamazoo, like an Engagement Announcement. And it also has no provenance, so it is not reliable. Reliable evidence exists. It only needs a single letter from the White House...

My regard for FactCheck has gone to zero. I am disappointed in them. Their analysis of the birth certificate question is empty rhetoric. They show pictures of a piece of paper provided by an Obama campaign flack, and argue that it is genuine because it resembles an official Hawaiian document...
