I just tried my 69 as you asked but with an empty cylinder. It does look up just before the hammer falls. My 5 shot 642 cylinder locks up a little quicker than the 69. Those are the only 5 shot Smiths I have

The bantams worked fine for me. Probably want a little more grip if I was shooting magnums but my specials in the 69 work great with them.

Thanks again fellas. I put a set of hogue bantams on the 69 last night. They have the feel I'm looking for and I'll shoot it later today to see how it goes with my specials. I'm running the Skeeter load and it pushes the Keith bullet a tad over 900 fps in the Smith.
