I don't believe the Model 28 came in any barrel length other than 4 and 6 and any metal finish other than low luster blue. You could get all the fancy stuff and options on the Model 27, but the 28 was a plain jane duty weapon.

Yep, that sounds about right. Swaged bullets have a very limited range of velocity before they start to lead.
