Make sure you are slowly pulling the trigger and keeping your sights on target the entire time. The shot should almost surprise you. This works great for me.

Small strips of electrical tape? (Just gotta get em inside the stock, that's the tricky-ish part.) I accidentally got the commercial moe stock a few days ago and mine was EXTREMELY tight on my 15-22 for some reason. Luckily I was able to return it and get the mil-spec though.

As far as your second question I've only seen the A2 front sight post (sized to fit the 15-22) from True Shot Technologies, but no ~.65 gas blocks.
Just got off the phone with them myself and the lady just said that they are "still waiting and waiting and waiting and waiting".

The width of each tooth is just under 2 tenths of an inch. Try not to make them too long as this will weaken them when you try to turn it.
