It's a QR code. It is very common on lot's of things now. When scanned it gives you information about a product. Since it's under the grip my guess is it was used for manufacturing purposes to inform the assembler what type of gun the frame was intended for.

I took the 386 to the range today. I am very pleased with it. It shoots just as well as all my other S&W revolvers. I love the light weight. I thought it might be too light for magnums but it was actually not bad at all with magnum ammo. This one is a keeper.
