I just acquired a 99% HE 2nd Model 6.5 Inch .44 Special Target in the 21xxx range and I believe it was built on a Military Frame as it has an Eagle Head Springfield Armory Proof after the serial number on the frame (opposite the crane). I'm told there were very few of these in the target...
