I picked up a box of 9mm Winchester silver tips for a good price thinking I'd give them to someone that shoots 9mm, since I don't own a 9mm. After I got them home I realized these are not "regular" 9mm, they are a bit longer, noticed on the box it says 9x23, looked into it and discovered that most common 9mm rounds are 9x19. Unfortunaly, I can't take them back, perhaps I'll can sell them to someone that can use them, or I'll take them apart and re-use the components to load into some "normal" 9mm cases for my buddies that shoot 9mm. How popular are these 9x23, and what type of firearms are they used in?

They only fit guns chambered for 9 X 23 mm. And they are not all that popular. Might check your local USPSA (IPSC) club.

The only part of the cartridge you could safely reuse would be the bullet.

FWIW there are about 11 different 9mm cartridges, of which the 9 X 19 Luger is the most popular.

The 9x23 Winchester is a great cartridge. It was first produced in a factory offering by Colt in their 1911-style Government Model. It is much like a higher-pressure, rimless .38 Super. Mine shoots the 125 grain Silvertip offering at the same speeds as my 5 inch Model 27 shoots Federal 125 grain .357 Magnum loads.

The Winchester factory load shoots very well.

It is a shame that it wasn't chambered in more guns. It is a natural choice to replicate the .357 Mag in a semiauto. It generally shoots the same weight bullets 100 fps or more faster than the .357 Sig.

I had Bar-Stow make me a custom 9x23 barrel for my Model 1006. Standard 1006 magazines work with 9x23 cartridges and the gun will hand-cycle them with the Bar-Stow barrel installed, but I haven't ever gotten the combination to the range for a live fire trial.

I think a stainless steel, double action semiautomatic pistol chambered in 9x23 from a maker like S&W would have been a great choice for police departments giving up their Magnum wheelguns but who were reluctant to step down to 9x19 mm Para performance.

Just don't shoot or sell that new stuff to anyone that intends to use it in any of the older Spanish autoloaders chambered in 9mmLargo,,which is also a 9x23. It will most likely chamber and fire in a Steyr Hahn pistol also as 9mmSteyr is also nearly the same.

What's new is old as far as the case design goes, but the working pressure is almost double in the new version. Much too high pressured for those older guns. Especially the Astra 400 being only a blowback operated design.
