I doubt if it's official in any way. Most likely some agent or agents pooled their money and had it designed and produced for themselves and others who wanted one. You must know the secret handshake to be gifted one.
I have a couple of DC Metropolitan patches that were done by an officer about thirty years ago when DC was experiencing a murder wave between drug gangs. These were two different takes on DC meaning "Death City". Only a couple hundred of each were made up.

That stuff is all over EBAY. I know that most of the LAPD stuff is fake junk someone made up (probably foreign) and no one slaps a cease-and-desist order on them, so they continue. A SS detail's coin with a skull and beard is kind of out there. I would think them a bit more mature than that as they tend to be older than rookie cops.
