Winchester discontinued a number of powders in that time frame because of temperature sensitivity. 295HP was replaced by 296 and while you might find 38 special loads with it , it also a pretty slow burning powder for the 38 special. 230 , 630 and 680 were other powders that had similar problems. 230 was replaced by 231. 630 and 680 were dropped without replacements
If it was me, I would spread that powder as widely as possible out on the lawn.
That's what I did with a couple of cans of 680.
I was using 680 in the 445SM for years until I had a squib fire.
1680 is very close in performance but I mostly use 4227 instead now.
