.32 starter pistol blanks

I have been starting high school races for a few years and have several empty .32 starter pistol brass cases. Are these the same as .32 S&W Short? Would they be the basis for light .32 loads?
 
What does the head-stamp say? And are they Boxer primed. (look inside the case and there should be one flash hole in the bottom), last is the length standard for 32 S&W (a loading manual will tell the trim to length. In the old days starter blanks were Black Powder, is your brass just a little dirty looking, or after some time is it absolutely filthy? If everything seems to be OK, go for it. Ivan
 
If they were smokeless blanks, the flashholes may be oversize to minimize primer setback. If so, they're not suitable for loading live ammo.

head stamp is W-W 32 S&W, single primer hole. They were black powder as the flash activates the timing equipment faster than sound. Rather heavy crimp for the paper wad over the powder. I thought I might get one of the simple Lee hand loaders and load up some for some small pistols I own.
