AP 10 38 Special brass

Hi All,
I've run into a big batch of 38 special brass with the headstanp of AP 10. Does anyone know who made this? It sizes up good and the primer pocket has that "just right" feel to it unlike that awful S&B stuff.

From the "International Ammunition Association" web site: AP, Arms Corporation of the Philippines, Parang, Marikina City, Metro Manila, 1800 Republic of the Philippines (formally Squires Bingham Co.-see SB) There is a second entry also; Unknown Factory, France.

I have seen a few of this headstamp too, but in other calibers. Other than these two possibilities I have no idea!
 
I have some nickel plated AP head stamped .357 brass that came in
a box of range pick-up mixed head stamp brass I bought a while back.
It seems to be good quality strong brass requiring a bit more effort
to run through my carbide sizing die than domestic brands. I haven't
reloaded it enough times to know how long it will last but it seems
ok, just seems a bit harder than most other brands.
