first of all let me say welcome to the Forum
There are many sets of rules, regulations, laws, and treaty agreements that regulate trade in Arms between countries.
Now which ones apply to you is kind of dependent on what country these are being sent to You have not included that information in your original posting.
The majority of businesses engaged in firearms and ammunition are not going to be willing to go through and make sure that they are in compliance with all the various laws at any given time. The manpower necessary to make sure they are compliant versus the profit they would make selling you 500 or 1000 projectiles is simply not worth the risk
My original wad cutter mold was a 725 grain monster. It is the big boy on the right side of this picture, just to put it in perspective the little bitty projectile on the left weighs in at 450 grains
Eventually this projectile was slightly redesigned and a mold maker over in Europe produced a Cramer style mold for us that would drop two projectiles from each mold. The solids weighed in at 700 grains even. But with a Cramer style mold the pins that make it a solid can be replaced with pins to make it a hollow point. So we have traditional round hollow points and a pentapoint pin for this mold. It was availble as a plain base or as a gas check
The round hollow point variation weighs in at a svelte 640 grains while the pentapoint drops from the mold slightly heavier at 650 grains.
What I'm going to suggest is that you purchase a mold directly from the manufacturer in Slovenija then give it to a bullet caster that you currently do business with so that he can make the projectiles for you. That will probably be a much easier road for you to travel rather than worrying about all of the silly United States laws that must be obeyed
