I would take a look at Galco products.
A while back I wore a buddies two gun shoulder rig with 2 short barreled scandium framed 8 shot 357 Mags.
I did some "combat" type shooting out of it, at the range. While I am not a 357 Mag kind of guy I will admit this "Rig" had a lot to recommend it.
It was pretty slick.

Andrews Leather makes a good shoulder holster, but most here (everywhere) will try to advise you against the shoulder holster. Best luck in your search.

OK I will say this as a joke, as we know the 357 Mag has a pretty good rep as a "stopper"...
I told my buddy, he knows I am a large bore kind of guy...
With the two 8 Shot 357 mags I feel "semi-dangerous"...
If I had two 45 ACP Revolvers, or two 44 Mag revolvers I would feel "Really Dangerous"...
He just shook his head and said, "I should have known".
But, actually Two 8 shot S&W 357 Mags, would be bad to the Bone...
Two Mod 19's would be pretty good as well, no doubt.

Easier, and probably cheaper, to buy two belt holsters, one left and one right handed for your two revolvers.

Over the year4s I have owned most nearly every kind of holster, including some near body cavity types...
I have used shoulder holsters a fair amount. If you get a good one, that fits you well they work great.
I wore one under my uniform shirt every day for several years. I only quit using it when we got bullet resistant vests. It did not work well with a "vest".
I have worn them, plain clothes, off duty, and hunting as well.
They have a lot to recommend them.
However any holster takes some getting used to.
Wear it for a month or so.
