There were two versions of the MSHP Model 66-1 with the 50 year anniversary crest on the sideplate . . . one was issued by the patrol as a duty gun . . . which is what your Dad probably has. The other is a commemorative purchased directly by many troopers.
Here are pictures of the two . . . commemorative in front and duty in back. The sideplate crest is the same but there are subtle differences in barrel marking and the badge number on left side under the cylinder.
Here is the commemorative complete with presentation case and knife.

I can't tell you a whole bunch about it. They were issued in the '90s for the NJSP 75th Anniversary (1921-1996). The revolvers are a modern rendition of the Colt Army Special which was the first issued sidearm of "The Outfit." I say "rendition" because they don't have a true Army Special frame, but were purportedly built on a modified Python frame. In any case, they were released in two versions, a regular one that came in a plastic box and no gold inlay and the deluxe version as shown in my photo with presentation box, commemorative buckle, and gold inlay.

Congratulations! That FBI commemorative is very nice!
I also see that you're a fan of True Detective (The world needs bad men....). It's currently my favorite TV crime drama.
