If NIB, yes, it would be a good deal. I also tend to be a tad more lenient than some other folks regarding "used" guns. There are LOTS of folks who impulse buy then find what they bought is just not their cup of tea. If a gun is LNIB, I'll sometimes go real close to dealer pricing or internet pricing, just to avoid the hassle of taxes, fees, etc. YMMV and almost certainly will.
To the question at hand, this 627 Pro model has LOTS of fans here on the site, and with good reason (I'm one of them). 8 shots of full power .357 is nothing to sneeze at, with the ease of shooting/carrying that 4" guns bring. Imo it has an attractive barrel profile, nice finish, and the one I had was a drill as far as accuracy was concerned. The ability to change sights out is also a plus imo (try one with a gold bead and you'll be hooked for life).
In short, it's a real nice revolver (nicer when you Plug the hole) that can do any job the .357 can be called on to do (which is anything short of bears) and I don't think the pricing you're quoting is out of line. But...shop around on the internet or wait a tad on this site, I'll bet you can get one just a tad cheaper. Unless it's a person to person sale and that $700 is OTD.
