Default Hello from Damascus, VA - Model 28 PC

I saw in the Blue Book that performance center model 28's are rare and that only 5 were made. Also that a salesman sample accounted for one of them. I have was told that the "salesman" was actually Carlos Devilla, who was the Smith and Wesson manager for Europe and later for the US and South America. Can anybody confirm this? What would Carlos's Model 28 be worth?
