Can 637 38S+p safely fire 357's?

No and those that developed the .357 Magnum cartridge had enough foresight to make its overall length too long to work in .38 Special revolvers. This was to prevent people from being tempted to try their luck at it.

Let's see... 38 Special +P runs around 20k PSI. The 357 Magnum runs around 35k PSI. So NO!! The longer 357s shouldn't chamber, either.
