So what is the difference between the 27-2 and 28-2?
The 28 was a lower cost version of the 27. THe 28 had a matte finish, while the 27 was highly polished. Also, the 27 had some deluxe details like the checkered top strap.
The Model 28 was a cop's gun, something a working man could afford.

The 28 was made with a no-nonsense matte finish so as to provide a lower cost N frame to be put into hard use by law enforcement. I also believe the top strap on the 28 was less reflective than the 27.
