I HAVE A MARK III 22 TARGET THAT WILL NOT EJECT OR RE-RACK A SHELL?

Sorry - not familiar with the Mark lll but just in general make sure everything including Chamber is clean and lightly lubricated (with a stiff brush & solvent) and check the extractor for looseness, chips or a piece missing. Also try a different magazine and different ammo.

Fired cases or unfired cartridges or both? I agree - clean, clean, clean. But the extractor could be bad/broken/worn or missing.
I am getting a lot of filthy 22 ammo these days.

Assuming it is clean and put back together properly (easier said than done), contact Ruger on Monday for warranty service.
