    Different chemicals will give you different pressure levels. Pressure curve refers to pressure as a function of time i.e. X vs Y chart.

    Lee data says COL of 1.125, so you are thousands off perfectly acceptable in my book. Edit: Just to clarify I would stick with Lee data, they tested their pressure at their stated COL if you go shorter than that you might have too much pressure.

    You have some wiggle room, if you make the COL too short you might have pressure problems, make it too long and your bullet will wind up getting jammed into the rifling as it gets chambered. You did the plunk test with your barrel and it was fine I would not worry about it. I am pretty sure...

    Looks like some one stuck a brush or something through the cylinder and turned it a bunch. Wouldnt be surprised if it actually the same diameter as an open end of a cleaning rod.

    Also I would suggest that you get a set of calipers, doesnt have to be fancy and expensive can be something like this: Frankford Arsenal Electronic Caliper 6 SS I would also get a bullet puller to check your work and examine mistakes.

    Gem 250 seems to be very popular and reliable. Some RCBS electronic scales can be later upgraded with a powder dispenser if you want to go down that direction.
