Does anyone know of a vendor who sells the above described loaded ammo in bulk to the public?

When people advertise revolvers with bobbed hammers as double action only are they considered DOA because of the bobbed hammer or are the internal parts different? What I am getting at is: Could a gunsmith simply change out the hammer and make the gun double and single action?
