I have a Pennsylvania State Police Commerative model 19. From what I read the commeratives were made in a limited number and had a sequential number stamped on them showing the number in the production, however, mine has a stamping showing C-86? Any help on this one?

OK, they are not guns but why do I have so many?? Did some cleaning out today and they just kept popping up..and I don't know/remember where/why I have the longest one on the left as I don't have a gun for it.
