Ken,
Curious to see that yours was originally stamped "C.H.P." whereas others were just stamped "CHP" instead.
I guess it is time to consult with the letter writers themselves and see if they can clearly tell us whether or not this guns were marked at the factory or by the CHP.
If that is true, why bother writing such a statement in the first place?
Yes, I know. Already done before I wrote my post. Hence the unanswered questions.

Given the contents of the letter I am actually surprised as the information detailed runs somewhat counter to both the Standard Catalog and what has been...
An alphanumeric serial from 1985.
That said I have to open a thread on the gun as the information in the letter is different from that listed in the Standard Catalog and conventional wisdom.
I mailed my request 2/7/22.
They cashed my check 2/22/22.
I have yet to receive anything. I would not have written anything but I logged on to the Colt Forum this morning to find this lucky fellow who waited only three weeks.

I purchased this around 2011 but never ended up using it and have opted to part ways.

Hi
This probably belonged to a police department that was absorbed by the RCMP at some point.
I agree with the others that the barrel, stocks and lanyard ring were likely added by the RCMP after it was acquired.
Given the that there is no "Made in USA" stamp on the right side of the frame...
Here is a blue, 6" no-dash Model 28 from 1961. The cylinder is a modern factory replacement. No stocks included.
Mechanically it is fine and original finish is as detailed in the photos.
