Another Victory, V 410368 4 inch barrel 38 Special. No “US Property” stamps. Smooth walnut grips matching serials on grips, frame, cylinder, extractor and barrel. DA over V marking on frame bottom in front of trigger guard. No proofs anywhere. How come no US Property Mark or proofs?

No, only proofs are those under left grip. None on cylinder or anywhere else.
