Microstamping and M&P Transfers

California has a new firing pin microstamping requirement going into effect. It will impact what gun retailers can sell to Joe Public. (It is for "public safety" but LE will be exempt, since governmentt does not have to follow its own laws.)

What about semi-auto hand guns I possessed before the law goes into effect?

I am seriously looking at buying an M&P 9mm before the requirement kicks in, but I want to know if I will have the option to sell or gift it somewhere down the line...

Will I be able to private -party-transfer them to another private party after the law goes into effect?

I googled this but just got a lot of stuff debating the law's merits.

First of all, the law is already in effect.

Next, hand guns already on the roster, prior to the the microstamping requirement do *not* have to comply with this specific item.

The roster applies to hand guns sold from dealer inventory. PPT's are exempt. For now, SSE is still good.

I suggest you review the Roster and make note of expiration dates.

I just want to avoid buying a new gun now that I will be stuck with for life, because the law stops me from selling or gifting it later. The right to resell or transfer is an important property right, in my opinion.

I have access to a high end microscope, can someone send me a couple fired cases so I can see what the micro stamping looks like, I find it hard to believe that the stamp would be consistent and not different over time
 
There are no guns sold that have microstamping.

Microstamping is just a backdoor way for California to ban all new semi-autos. For this reason there is an active court case that I believe (as a lawyer myself) will hold that the microstamping requirement is an intolerable and unconstitutional burden on the right to bear arms (2d Amendment; Supreme Court decision in Heller).

S&W produced a special California-compliant version of the Shield and has stated that it intends to "freeze" the design so that the Shield can continue indefinitely to be sold in California. But both Ruger and S&W otherwise are mostly withdrawing from the California market in Semi-Autos unless this court case eliminates the microstamping requirement. I think it will.

I hope to bring my Shield home in a month.

I'd suggest you consider going over to Calguns Foundation become familiar with upcoming legislation and help protect and preserve our 2A rights.

Good advice.

I just visited The State of California Office of the Attorney General website to read the FAQ's regarding transferring a handgun in California. Compared to a transfer in Kansas a transfer in California is more like "rocket science". Between "the list" and the laws you would best familiarize yourself with them and not rely on secondhand information.

If you do get a new M&P 9 mm I would NOT permanently adorn it with any ivory or else it will surely be non-transferable for any resale anywhere. Check out the S&W Forum discussions regarding what may (or already has?) change regarding the resale of ivory.

Micro-stamping and banning, for all intents and purposes, the resale of ivory both seem to be answers for problems that do not exist.

In CA one can never assume that what is in affect today will survive to tomorrow, don't be lulled into a false sense of security.

Legislation to undo what we have is introduced every year.

Last years batch of bills numbered well over 40, and if not for the efforts by the CalGuns Foundation (CGF), California Rifle & Pistol Association (CRPA), NRA and grass root support from gun owners in the form of donations and getting involved by participating in the letter writing campaigns initiated by those groups... we'd be in much worse shape.
 
People need to take time to vote . You see what's happening. They will come.

California compliant? Does it include a warning that it contains substances that may cause cancer?

When I was in LA for work a few weeks ago I noted a similar sign on the front entrance to the hotel I was staying at. Very comforting.
