Can I use blanks in my 9mm M&P Shield for indoor active shooter training?

Yes and no. You can use them, theoretically, if someone is unwise enough to let you point a gun loaded with blanks at them. They won't cycle the slide. Blanks aren't safe to point at people in guns not specially modified for it. It's not recommended by any manufacturer of blank ammunition.

You can but it will only be a one shot deal because there isn't enough recoil to run the slide. Movie guns shooting blanks have to have plugs installed in the barrel to create the pressure needed. It's kind of a "black art" to get the right sized plug and the typical way it's done is the barrel is drilled and tapped to accept a plug with a hole in it (kinda ruins that barrel for anything other than blanks) then the gun is tuned by changing the size of the hole until it cycles reliably.

When doing small unit training in the field (in about 1970) my platoon was issued M-14s with 7.62mm blanks and muzzle adapters that clipped on so that the rifles could function in semi-auto. Drill sergeant demonstrated the danger in firing blanks by loading a round, resting the rifle upright on the base plate and placing a tin can over the muzzle adapter. When he pulled the trigger the tin can disappeared out of sight into the sky and was never found. So firearms loaded with blanks should be treated like any other loaded weapon.

You might remember that some years back an actor killed himself by shooting himself in the head with a .44 blank. Gave him a depressed skull fracture which killed him.

Blanks are great for dog training and starting races.
Beyond that, they have little use.

Empty but primed....
Primed cases without bullet or powder make good blanks. They won't cycle the action but they do get pretty loud indoors. In a semi though, I would think getting one into the chamber of a semi auto would be difficult. Revolvers....easy.
