Dave, you may need to really crank in a bunch of clicks to get it in the right direction.
Silly question: By chance, have you adjusted to the stop in either direction? If so, the scope might be jammed, and won't move the reticle.
Second question: With adjustment, do you see movement? Can you get MORE off target to the left or right?
Third question: Is it possible you are trying to turn the reticle the wrong direction? I have had a scope that for whatever reason, it worked backwards from the markings. Confused the hell out of me. Like a forward reading compass; for north you line up due south on your side of the glass. But God help you if you try to set a 335degree setting or something else off an easy marker.
To figure if the barrel is out of alignment, it's pretty straightforward: Put on a BUIS, and use it to get a simple zero. If THAT gives you fits, then the barrel is crooked. It works like this; if you get dead on at say 40 yards, then out at 100 you are like 2-3" off to one side, well then adjust and get on to zero. NOW, try back in at 40 yards. If you are now off? Then you have a case of SOMETHING crooked. With no changes, now shoot to 150yds. I bet, I bet you will be off in the opposite direction. If you ARE, then the barrel and the rail are not aligned.
