I've owned both...but first, what is your budget? Is price the reason you're considering these two guns? If not, there are some other choices to consider, but they cost more. Not a lot more, but up to around $500 (more or less) such as a M&P 9, a SR9, and so on.
As for these two guns...instead of the SW9VE, I would get the SD9VE. They are very similar, but the SD has a slightly better trigger. Also, if the rail matters to you, the SD9VE has a standard rail, and you'll need an adapter for the SW (if I remember correctly.) Academy Sports has them listed for $319 on their website. These are very solid guns and reliable guns, and there are a lot of threads here about them, their function, etc. One of my favorite things about this gun is that you can easily take out the striker and clean out the channel...no pins to knock out. The trigger on this gun, even though better than the SW, is still pretty heavy...about 8 pounds...but mine is smooth. Some people modify the fire control group to make the pull lighter, but I don't find it so hard to manage that I need to do that. It's not designed as a range/target gun...and the long, heavy trigger pull acts as a safety feature.
The Ruger P95 is a DA/SA pistol with a safety/decocker. I just bought one recently (test fire date 5/2013) and the DA trigger is better than I remember the older ones being, but it's still pretty heavy and long. The SA trigger was nice. The P95 is a pretty big gun, and may be more difficult to conceal, depending on your body size and style of dress. It's a very solid and reliable gun, and very soft shooting because of its size and weight. This gun is also unique for a DA/SA pistol, because you can fairly easily break it down and take out the firing pin for cleaning...the disassembly is a little more complex than on the SD, but you don't have to knock out pins to do it.
Both guns will do a very competent job. Good luck!
