If you read the message on the side of a box of 22 Caliber blanks, which are generally used in construction tools, it states that they are NOT to be used in firearms? I have been using these for years in 22 revolvers for among other things scaring away pigeons with no apparent ill effects. Am I missing something here?

I thought RamSet charges were a lit'l larger in diameter than to fit a 22 firearm chamber....

But, evidently not.

They are probably safe in a firearm, but not a starter pistol. Starter pistols have fake barrels and the blast from the blank is deflected up and out from the firing chamber, not down the barrel. Starter pistol blanks will work in a real firearm, but starter pistols are not firearms and are pretty flimsy. You probably would not want to use construction blanks in something like a dummy launcher used for retriever training either.

You can't have too many warnings on your products these days, especially if it might be sold in the People's Democratic Republic of California.

These 22 blanks will readily chamber in a 22 cal revolver. I was a little concerned that they might leave some kind of corrosive residue but I see no indication that this is the case.

The .22 blanks we use in our Ramset guns on the construction projects come in different power levels and the most powerful loads will drive a hardened steel nail through a heavy gauge steel stud and 2 inches of concrete. That's quite a bit more power than a typical .22 RF round and I could see one damaging a blow-back semi auto action or blowing up a cheaply made derringer or small revolver.

I would think they meant not to use the blanks to propel something, like stick a 22 caliber pellet in the breach and then put a blank behind it.

I remember doing that a time or two, when I was young and stupid. 22 bolt action rifle, acorn starter gun blank, and a 22 pellet. At 10 feet it would sink completely into 3/4 inch plywood.
