Just won a 27-2 8 3/8 " barrel revolver on Gunbroker. Wondering when it was made.

Most likely shipped in late 1970 or early 1971.

If that is in fact the serial number it looks to be late 69, early 70 gun. Confirm that it is the number by looking at the base of the grip frame.
