I handloaded these rounds building each exact to the other. Here is my raw data and the graph I made in Excel. The data shows the relationship between my 357 and 38 rounds as shot and chronographed. The two handguns are a S&W 19 (no dash) 4" barrel, and a 640-3 2 1/8" barrel.

Wadda ya think??

Your data clearly illustrates that with light loads the barrel length delta is insignificant while with a standard load the difference is as expected or about 50 fps per inch.

FWIW I load .38 spl 158gr LSWC's with 5.0 grs of Unique and the chrono data I've gathered has been very close to yours with that load in .38 spl cases. In the .357 mag 158gr LSWC's I load 6.2grs to 6.5grs of Unique with hard cast.
 
The data showed me i am getting close to what the books stated. Initially I was thrown off because the chrony was was out at cables end while the book data states muzzle velocity. I plugged my load data into "Point Blank' and changed the program Mv until the velocity at 15ft equaled what I read., Things fell inot place then.

I have the data for 45 Colt shot in a 5" barrel Vaquero and a Bond Arms derringer. That was a hoot to shot and the data just needs chrunching...
