Yup...
Unless it carries a "standard" or "high velocity" on it's packaging, it'll typically be between 650-750 FPS. Especially if it's running a hollow based lead wad cutter.
 
BUT, many years ago, you could also buy full power wadcutters, at about 850 FPS. The mid-range name was meant to distinguish whether you had the lighter-loaded ones.

I think some target shooters used the mid-range at 50 feet and at 25 yards, and the full-power one at 50 yards.

Some also favored the more powerful ones for defense.
