Did you find that round on the ground at your range? Generally, rounds loaded in Starline brass are handloads. The rounds are also loaded very HOT since they are used in compensated race guns.

The round in your pic won't chamber in a normal 9mm handgun because the brass is too long. It will run in a gun chambered for .38 Super.
 
FWIW, I shoot 38 Super Comp brass in my RIA 1911 all the time. I primarily shoot it because I can buy it locally(BPS carries it), but it loads, chambers, and shoots fine. It actually loads a little bit easier in the magazines since it doesn't have a rim(however small). Supposedly it will also feed better in a correctly set-up gun.

I load in both regular 38 Super cases and in the 38 Super Comp cases since I have them(regular Super cases are easier to find), but given the choice would probably only shoot the Comp cases.

I understand that some older Supers can have issues with the rimless Comp case. Of course, if you have an old Colt or other gun that headspaces on the rim, forget the comp cases. Most newer Supers headspace on the mouth, so are good to go as far as that goes. Otherwise, they work great.
