I'm surprised NJ would have the exception.I'm in NJ and you can, so long as it's no more than 10 rounds for civilians. Active duty & retired LE are exempt & may carry up to 15 rounds.
MA law (including case law) does not address the issue. Your magazines can be hi-caps if they were legally possessed (manufactured in a practical sense) prior to the 1994 Federal AWB ("pre-ban").
