AN ACT BANNING LARGE CAPACITY AMMUNITION MAGAZINES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2011) (a) As used in this section, "large capacity magazine" means any detachable ammunition feeding device with the capacity to accept more than ten rounds of ammunition, but does not include: (1) A feeding device that has been permanently altered so that it cannot accommodate more than ten rounds, (2) a .22 caliber tube ammunition feeding device, or (3) a tubular magazine that is contained in a lever-action firearm.

(b) Any person who possesses a large capacity magazine shall be guilty of a class D felony.

(c) Any person who (1) prior to the effective date of this section, lawfully possessed a large capacity magazine, and (2) not later than ninety days after the effective date of this section, removes such magazine from this state or surrenders such magazine to an organized local police department or the Department of Public Safety for destruction, shall not be subject to prosecution for a violation of subsection (b) of this section.


(d) The provisions of subsection (b) of this section shall not apply to the possession of a large capacity magazine by:

(1) Members or employees of organized local police departments, the Department of Public Safety, the Department of Correction or the military or naval forces of this state or of the United States for use in the discharge of their official duties;

(2) A person, corporation or other entity that manufactures large capacity magazines for persons specified in subdivision (1) of this subsection or for export in accordance with federal regulations;

(3) Any person engaged in the business of selling or transferring large capacity magazines in accordance with state and federal regulations who possesses such magazines solely for the purpose of such sale or transfer; or

(4) A gunsmith who possesses such large capacity magazine for the purpose of maintenance, repair or modification.

why dont these morons worry about important issues like balencing the state budget deficit....and kindly let those who make the laws for the little people who they seemed so concerned about that one out of every ten people who died in CT last year 2010, died from smoking...if they truley are trying to "save lives" let them start with smoking.

I know I don't have to say it, but these idiots don't have a clue. They say they want to ban large capacity detachable magazine and they clarify by saying it doesn't apply to tube magazines etc. Well, if my tubular magazine ever got detachable, I'd be worried.
And they don't limit the ban to larger than .22, so the MP 15-22 croud should be concerned as well.

Obviously. And furthermore, if we look at just handguns, under state law you need a pistol permit to purchase or carry a handgun in CT. So the only people who will be restricted by the ban are the people who were determined by the state as eligible to carry a firearm. Those operating outside the law already ignore the carry laws, will ignore the magazine laws, as well as any other contrived laws they can come up with. It's business as usual for the criminal. That is some truly messed up logic right there.

In addition, without a grandfather clause, this law is additionally ridiculous and even more impossible to enforce then similar bans in CA and MA.

CT Residents, please email the Judiciary Committee and let them know this is a bad law that will make criminals out of law abiding citizens and do nothing to prevent the use of firearms by violent criminals.

Laws are only for the law abiding.

I really hate sounding like my tin foil hat has sprung a leak. But it's almost impossible for me to see moves like this as anything other than a way for those in power to control the masses. While I've little doubt the [explative deleted] that craft these laws will deny that as the intent to their dying breath, I just can't see any possible alternate explanation.

Well ... one maybe. A move by elected officals to apease the voters whose opinions have been shaped by the six o'clock news and refuse (or don't have the capacity) to try to think anything through for themselves.

Exactly. That and the aspect of the taking of private property without equitable recompense is why this bill, as written, is unlawful and an outright injustice to the law abiding American citizen.

to the people of conn we must stop this new law from going in if anybody out there owns a weapon that holds more then ten rounds you either give it them or send it out of state are they freaking for real like i am going to give stuff away i paid good money for my weapons i hope it fails and i just wrote this for nothing i cant figure out this you get no money just do it and be happy come on i am a law abiding citizen been all my life where is my second amendment do they just through that out come on more people need to do something or else whats next maybe we cant have any weapons everybody OK with that i did not think so i cant be the only one mad on this one and no offense to any body out there but where the hell is the nra come on help us thank you for looking please help
 
I am happy to report that as of today, Friday April 15, this bill has died in committee. :)
 
a felony nonetheless......yeah toss all of us in jail...it does not say a thing about retired cops who qualify and carry according to federal law.....i qualify yearly with my Sigma and when in states that do not honor one of the many concealed carry permits I hold....Texas, Florida, Utah, and Maine, I carry in compliance with Federal Law....I had no idea I was a potential felon........I dont think Id do well in jail.....
 
Good luck CT folks. We are fighting the same thing in IL. And don't forget the US Congress version (HB 308) of the same thing start by Rep McCarthy (NY).

Why would you have a carry permit other than your home State in order to purchase firearms? With the hr218 endorsement, you don't need no stinking permits.
