My buddy has a 19 year old stepson who has received his concealed carry permit. He apparently can not buy a handgun from a local gun store because he is not 21. Can an individual in Alabama sell or give him a handgun? My buddy needs to know and does not know who to ask, or nobody apparently knows for sure. Thanks in advance for help here.

The Dept that issued his permit should be able to give you an answer.
I know at 18 you can give your kid a handgun but still need to be 21 to buy one from an FFL, here in New Hampshire.

Yes he can, or the kid can even buy from a private individual. He probably cant buy ammo though..this is for Florida but I believe my book which also has alabama law says the same I can check when I get home.
