Anyone Ever Hear of Bullet Covers?

A friend showed me a box of bullet covers. These were copper or brass. Looked like a hollow bullet. They were in a brown box marked-

.30 Gov't M 1906
Pointed
Bullet Covers
180 Gr.

The box was 1 1/2 by 1 1/2 inches square by about 1 or 1 1/4 inches deep. The brown box looked like military issue.

Any ideas what these are or what they were used for?

Sounds like cases that could be filled with lead to make a complete bullet. I think most jacket bullets are made that way, but I could be wrong, I have been twice this year.
