These are known as hardware store holsters. They were made by various manufacturers and are seldom if ever manufacturer marked.
I would guess it was turn of the century thru early 1900s.

Moosedog is correct. Clues are the stock, or design, number on the belt loop, the rivet used to attach the belt loop (Civil war era holsters were usually stitched,) and the stamped wavy embellishment border. A good dose of a leather preservative needs to be applied to this old time, however. Ed.

Moosedog & Ed are right on the money.
From a 1939 Red Head Brand catalog:
"C grade-This holster is a popular priced holster made in sizes shown in table below, of medium weight full-grain cowhide.Russet color.Embossed edges, finely stitched & finished. Loop on back for fastening to belt is riveted on."
The 306C holster was made for "6 inch and S&W Target & Official Police."
Red Head made these holsters for many years for many different retailers.

I have a 1914 wholesale hardware catalog that contains a lot of listings for guns and accoutrements of the time, and they show drawings of a selection of very similar holsters (no photos used when this was published) in the one dollar range (which was a lot of money back then, as many workers didn't make a dollar a day and you could buy a Single Action Colt for less than $20). Not too unusual to find these holster types in antique shops and gun shows. Would guess most would date from 1900-1925, maybe even a bit later than that. I've never seen one that I would consider to be in very good condition, more or less like yours. They probably received little TLC during their lifetime.
